The Institute for the Study of States of Exception (ISSE) was established in response to a growing challenge confronting constitutional democracies around the world: the increasing misuse and abuse of emergency powers and the gradual normalization of exceptional forms of governance. While emergency powers remain indispensable constitutional tools during periods of genuine crisis, their weaponization and institutionalization pose profound questions for democratic accountability, the rule of law, and constitutional resilience.
